Hmmm. Not Bad - but waiting for details
The Devil will be in the details, but not a bad effort by the CinC tonight. I first noticed how the President didn't shy away from using the term "illegal immigrant" - I had almost expected to hear "undocumented worker", as if someone had just forgotten to apply for some pesky slip of paper... My thoughts on Guard deployment will follow - I have a few things to put in order.

And what is your view on the posse comitatus? Or does it apply to your ROE on such an assignment?
Comments after the speech seemed to indicate that they'd staff the 6,000 National Guard slots with units doing annual training time. If that's true, how effective can troops be when they only have 15 days to travel, learn the job, teach the follow-on group and go home? I think tour length will be a good indicator for how sincere the administration is about using the troops for this mission(short tours=dog and pony show).
Also, I notice he soft peddled around the employer issue. Oh yeah, the contractors cruising around immigrant neigborhoods for day labor are hiring illegal immigrants because their documentation is confusing. You want to stop immigration? Sieze the assets and give jail time of every contractor, farmer, and business that hires illegal immigrants. After the first few 'regular guys' get hammered the American people will either decide it's not worth the cost (hey, I BBQ with that guy...plus he promised to do my roof for $1000!) or business will get the message.
Iago, the details were scarce on the "stop the employers" portion - I await to see what Congress sends out.
If whole units did a 2-3 3 week AT period, they could probably get enough done to make it worth while. If it is individuals filling in for 2 weeks - forget it. An engineer company putting up fencing or cameras doesn;t need a lot of prep time, but if you take 50 guys out of the ING and throw them down there - whoo hoo, chaos.
Citizen - as for the ROE, they would be just like we had in New Orleans, self defense or defense of life and property are the only times you can use force. Nothing new there, especially since it looks like the Guard's role will be very much a back-up one.
