Meet the People Who Were Passed Over for President Obama's virtual award. There is a price he is expected to pay for this. Wait and see.

Awarded for "Potential" not "Accomplishment"

"For What" means "for what accomplishment, act or deed"

Many were heard to ask "for what?" when informed of the 'award'.

I think I'm confused by the whole thing.

I can understand giving an award as a recognition of achievement (doesn't apply with our current president).

I can understand an award in recognition of demonstrated knowledge and/or skill; or a comprehensive and convincing plan being given to encourage future efforts and to aid in the completion of the plan (again, does not apply).

Though I didn't understand your question at first, I completely agree with it.
